Two extra years. Did the numbers move?

In 2013 the Philippines added senior high school — two more years of basic education — to catch up with the rest of the world. Pick a metric and watch where the country landed: before K-12, after, and against the OECD average.

The bars show how far it actually moved.

The K-12 program

2013: PH added 2 years (senior high). Stated goals: better skills, college readiness, employability. Stated goal: catch up to ASEAN.

Result: Marginally improved enrollment retention. PISA 2018 + 2022: PH ranked last or second-last in reading, math, science among ~80 countries. Improvement vs 2009 baseline: ~5 points (within MoE).

What didn't change

The biggest predictors of student performance — teacher quality, materials, classroom size, school infrastructure — were largely unchanged by the K-12 rollout.

Adding 2 years to a system with 50-student classrooms and outdated textbooks ≈ 0 marginal effect. The mechanism doesn't reach the bottleneck.
